Paul Joseph Amara

CHIEF EXECUTIVE OFFICER (CEO)

Paul Joseph Amara is the Chief Executive Officer (CEO) of the Sierra Leone Students’ Loan Scheme (SLOAN-SL). His early education started in Sierra Leone at the Roman Catholic Model Primary School, and Christ the King College in the city of Bo. He later proceeded to Fourah Bay College, University of Sierra Leone (USL), earning a Bachelor of Arts degree.

He holds a Master’s degree in Social Services Administration from Howard University - Washington, DC, USA, and a Postgraduate Diploma in Marketing Management through the Netherlands Fellowship Program at the Maastricht School of Management, Holland.

Mr. Amara worked as the Director of Social Services and Executive Director, Help USA, Lower Manhattan New York, USA providing administrative oversight in Homeless Services. He also served as a Director of Men’s’ Shelter Operations for Catholic Charities DC, USA for over 10 years.

Mr. Amara started consulting with MTHE in 2020 as the National Coordinator leading the team that framed the Sierra Leone Students’ Loan Scheme (SLOAN-SL) policy and ultimately as a Statutory Instrument in 2021. He was later appointed as CEO by the President of the republic of Sierra Leone.

 

Prince L. Momoh

DIRECTOR OF LOAN OPERATIONS

Mr. Prince L. Momoh is the Director of Loan Operations of the Sierra Leone Students Loan Scheme (SLOAN-SL). His personal professional objective is to provide finance leadership that ensures standards of excellence through financial management, accountability and reporting with integrity, in both emergency and development programming contexts. Promote an environment of innovation, empowerment and responsible stewardship.

He is a PhD Student in Finance in the University of Sierra Leone, Fourah Bay College. He holds a B.Sc. (Hons) in Accounting and Finance, Masters of Philosophy Degree (M.Phil.) in Accounting and Finance from Fourah Bay College, University of Sierra Leone. He is Chartered Management Accounting student (CIMA) UK.

Over the past Nineteen (19) years, he has provided financial management and oversight over grants and development projects, Microfinance, audit and as a Lecturer in the University of Sierra Leone and Njala University.

Prince started his work career as an Auditor with KPMG and later joined the teaching field as a Lecturer at the Institute of Public Administration and Management (IPAM) where he served as course coordinator for Accounting Department and Njala University where he Lectured MBA students in Local Government Finance and Tax Administration in Sierra Leone.

Prior to his current position, he was the Director of Finance at BRAC Microfinance Company one of the largest Microfinance Companies in the world, Grants Finance manager at World Vision Sierra Leone, Senior Finance associate at Christian Aid, and Head of Finance and Administration at the National Fertilizer Regulatory Agency.

Osman Kemoh Kabba

DIRECTOR OF HUMAN RESOURCE AND ADMINISTRATION

Mr. Osman Kemoh Kabba is a native of Mattru Jong, Bonthe District, Southern Sierra Leone. He acquired his early education from the UBC primary and centennial secondary school in Mattru and later proceeded to the Milton Margai Technical University where he acquired a Higher Teachers Certificate and his Bachelors Degree.

He is currently a double Masters holder in Public Administration and Educational Administration from Njala University. He also hold certificates in Procurement and Human Resource Management from the short-term courses unit in IPAM-USL and a certificate in civic and electoral administration from INEACE.

Apart from working as an assistant district elections officer, and his ten years classroom experience at the tertiary level as a lecturer, Mr. Kabba, has also worked for over a decade in the Ministry of Education in different capacities, ranging from Inspector of Schools to Regional Deputy Director.
